The general manager of the Laguna Lake Development Authority (LLDA) is dragging his feet on some 1,854 cases it filed against pollutants and other violators of the agency’s mandate.

According to the Commission on Audit (CoA), in a report released on Oct. 24, despite the LLDA’s over half a billion budget, it failed to resolve the cases some of which date back to 1993.
