Mekong nations to set up EIA working group

In the statement released today, the Mekong Regional Technical Working Group for EIA brings together governments, civil society organisations (CSOs), and will expand to cover private sector and EIA experts to improve regional cooperation for effective EIA policy and practices. The group aims to reduce the social and environmental impacts of regional infrastructure projects, particularly as the upcoming Association of Southeast Nations (Asean) Economic Community further hastens trans-boundary investments.

Vietnamese environment law revision lifts green ethos

Deputy Minister for Natural Resources and Environment Bui Cach Tuyen has urged that environmental planning must be part of the country's plans for socio-economic development.

Speaking at a conference earlier this month on a revision to the Law of Environmental Protection (2005), the Minister said the focus would create a better foundation for the implementation of environmental protection measures.

"This is a key measure to better the legal framework for environmental protection," he said.

IEE: Water Sector Investment Program - Tranche 2

The environmental management plans (EMP) for the six water supply subprojects that form the second Periodic Funding Request (PFR-2) of the Multi-tranche Financing Facility (MFF) for Support of the Water Sector in Viet Nam have been upgraded as part of the preparations of the subprojects. The original EMPs were developed with the initial environmental evaluations (IEE) or GoV EIAs that were prepared for each subproject. The IEEs and EIAs for the subprojects including the IEE for the Buon Ma Thuot City & Three Districts Water Supply Project are found under separate cover.

EIA models and capacity building in Viet Nam: an analysis of development aid programs

There has been a decided lack of empirical research examining development aid agencies as ‘agents of change’ in environmental impact assessment (EIA) systems in developing countries, particularly research examining the model of environmental planning practice promoted by aid agencies as part of capacity building. This paper briefly traces a conceptual framework of EIA, then introduces the concept of ‘‘EIA capacity building’’.

For this, accelerated infrastructure development is needed to support economic activities of the private sector, which in the past decade and a half have been the engine of rapid growth and job creation. The Government gives a high priority to shaping the future urban transport system of Ho Chi Minh City (HCMC), as an economic initiative that is expected to account for 40% of national GDP in 2010.

The Environmental Impacts Assessment (EIA) of the THANH HOA PULP AND PAPER MILL Project has been approved by Ministry of Natural Resource and Environment (MONRE) in Decision No.1008/QD-BTNMT dated May 15, 2008. This supplementary EIA is complemented in order to evaluate environmental impacts caused by technical changing which are given in the reformed THANH HOA PULP AND PAPER MILL Project.

EIA: Song Bung 4 Hydropower Project Phase II

Song Bung 4 Hydropower Project is located on Song Bung in the upper part of Vu Gia River in Nam Giang District, Quang Nam Province, Central Vietnam. The river flows to the sea at Da Nang. The Project consists of a dam and a reservoir, and a 156 MW hydropower plant. The catchment area of the Project is 1,477 km2. The southern part of the catchment is within Song Thanh Nature Reserve, and a small part of the nature reserve will be directly affected by the reservoir.
