Regional Forum 2005

Manila, Philippines — August 2-3, 2005

On August 2-3, 2005, the Philippine Department of Environment and Natural Resources (DENR), in partnership with the U.S. Agency for International Development (USAID) and the Asian Development Bank (ADB), convened a regional workshop for Asian environmental leaders and senior officials to formally launch the Asian Environmental Compliance and Enforcement Network (AECEN). AECEN's mission is to promote improved compliance with environmental legal requirements in Asia through regional exchange of innovative policies and practices. Members include agency officials, policymakers, judges, lawyers, academics, and other experts from related agencies and international organizations. Country members include India , Indonesia , People's Republic of China , Philippines , Singapore , Sri Lanka , Thailand , and Vietnam.

The two-day regional workshop provided feedback and recommendations on AECEN's proposed structure, activities and operations; presented progress on country assessments of environmental compliance programs and pilot activities; shared experience and information on compliance and enforcement best practices and tools; and inaugurated AECEN through the signing of a joint statement by member countries and donor partners.

Workshop participants included over 80 senior environmental officials, policymakers, judges, lawyers, academics, and other environmental experts from related government agencies and international organizations from 13 Asian countries, Europe, and the United States . Other workshop sponsors included the United States Environmental Protection Agency (EPA), World Bank (WB), Organisation for Economic Co-operation and Development (OECD), and the International Network for Environmental Compliance and Enforcement (INECE).
