EIA: Hanoi-Haiphong Expressway Project

Economic triangle Hanoi – Hai Phong – Quang Ninh lies in the centre of North main point economic region which has been step by step risen strongly to determine the importance in the economic development of the region. With the development of centralised industrial zones in Hanoi, Hai Phong, Quang ninh and the new industrial zones along the Highway 5, it shall be the driving force for Northern region’s economic development. Besides, population of tourist spots Mong Cai-Ha Long- cat ba- Dinh Vu – bach Long Vy- Do Son have more and more attracted domestic and international tourists to create impetus for economic development. In order to to absolutely exploit ready potentials of area, the traffic network needs to be completed to transport demand in the area.

In the past years, highway 5 has been invested for building and upgraded from 2 up to 4- 6 lanes in accordance with Road level 1 standard (plain). This is the main road axis connected Hanoi to Haiphong, together with railway, it is responsible to carry a big volume of goods and passengers. However, Highway 5 up to now has the signal of overloading, besides that the establishment of industrial zones and living concentration of some residence group along Highway 5 is the reasons of traffic accidences affected on exploiting and operation of the current route.

In the development strategy of Vietnam communications and transport to year 2020 approved by the Prime minister in Decision number 206/2004/QD-TTG and Decsion number 162/2002/QD-TTg, the motorway Hanoi-haiphong together with the highways as Noi Bai- Ha Long, Hanoi- Lao Cai, Hanoi-Thai Nguyen, Hanoi-Lang Son shall become the highway network completely penetrating the Northern main point economic regions, having the meaning to speed up, and support the development of the localities in the area and neighbouring provinces. In the other hand, it has effect to attract a big amount of travellers to community of tourist spots in Hanoi-Quang Ninh.
