Support to Harmonization of Environmental Impact Assessment (EIA) under the Hanoi Core Statement on Aid Effectiveness

The Paris Declaration on Aid Effectiveness (March 2005) and the subsequent localized version of the Paris Declaration, the Hanoi Core Statement (HCS) were developed and endorsed in 2005. The HCS is being implemented through the Partnership Group on Aid Effectiveness (PGAE), which was created in 2003 as the forum for GOV / donor dialogue on harmonization and alignment issues. In February 2006, eight Thematic Groups (TGs) were created under the PGAE to support implementation of the HCS. The TG for Environmental Impact Assessment (EIA) was created to address harmonization between the EIA requirements of GOV and donor agencies. The TG for EIA has commissioned the current study, entitled “Support to Harmonization of Environmental Impact Assessment (EIA) under the Hanoi Core Statement on Aid Effectiveness” as one of its key activities for 2007.

In 2006, the TG for EIA engaged a team of consultants to support the process of harmonizing the EIA requirements of the GOV and the donor agencies. As part of this consultancy, a national workshop on EIA in Viet Nam was held and a report on EIA harmonization activities prepared. A draft Action Plan was prepared in consultation with TG members and other stakeholders which contained suggestions for a series of ten activities to enhance harmonization of EIA processes in Viet Nam
